The countries include: Argentina, Australia, Belize, Brazil, Bulgaria, Canada, Chile, Costa Rica, Croatia, Dominican Republic, Ecuador, El Salvador, Ethiopia, Guatemala, Honduras, Indonesia, Ireland, Israel, Jamaica, Japan, Lithuania, Mexico, Moldova, The Netherlands, Nicaragua, New Zealand, Norway, Peru, Philippines, Poland, Romania, Serbia, Slovakia, South Africa, South Korea, Turkey, Ukraine, United Kingdom, Uruguay. The H-2A and H-2B programs allow temporary foreign workers to perform labor or services of a temporary nature. The H-2A program is for agricultural workers. In accordance with regulations, USCIS may approve only nationals of certain countries eligible for particiapation in the H-2A and H-2B programs. The following factors are considered when designating eligible country nationals: 1) cooperation in the issuance of travel documents for those subject to a removal order; 2) number of final and unexecuted removal orders for the country; 3) the number of removal orders issued against citizens, subjects, nationals, or residents of that country; 4) and other factors in the U.S. interest.
